United Water Receives Final Scoping Document for Haverstraw Water Supply Project

Company Acknowledges Department of Environmental Conservation for Thorough Consideration of Public Comments; Preparation for Revised DEIS Underway

WEST NYACK, NY, JUNE 30, 2009 – United Water officials announced today that the New York State Department of Environmental Conservation (DEC) has continued with the public review process for the Haverstraw Water Supply Project by issuing a final scoping document.

"The DEC has thoroughly considered the public’s and United Water’s comments to help determine the appropriate scope of the Environmental Impact Statement," said Michael J. Pointing vice president and general manager of United Water New York. "We will now focus on addressing the comments in a revised document."

Pursuant to the final scoping document, United Water will address potential environmental impacts identified by United Water and raised by the public and involved agencies through the formal scoping sessions held by the DEC on May 7, 2009 and that were held open for public comment until May 22. The scoping document will also be used as a guide in the company’s revision of its Draft Environmental Impact Statement.

In September of 2008, the company submitted an initial version of the Draft Environmental Impact Statement (available online at www.haverstrawwater.com/deis) for the project, a much more comprehensive document than the Environmental Assessment Form usually accompanying State Environmental Quality Review filings. The DEC has used the DEIS as a basis for the scoping document.

 "It has always been a priority to act transparently and give the public as much information as possible about the project, right from the beginning. Public participation is critical to the process," said Pointing. "I encourage members of the public who did not have the opportunity to make comments during the scoping sessions to visit the project website and read our DEIS and the scoping document."

WEST NYACK, NY, 9/29/2008 2:05:17 PM – Officials from United Water New York today announced that the company will site its proposed water treatment plant in the Town of Haverstraw on a reclaimed portion of the Towns former landfill near the Hudson River. United Water conducted a thorough selection process based on engineering, environmental and community impacts.

United Water gives Hudson River treatment plans to state

WEST NYACK - United Water New York has taken the first official step toward constructing a facility that would send treated Hudson River water to its 266,000 Rockland customers.

The company has submitted plans to the state for a facility that would draw water from the river - where everything from polychlorinated biphenyls, or PCBs, and the radioactive isotopes tritium and strontium 90 have been found - and make it safe to drink.

All three substances increase the risk of developing cancer, the federal Environmental Protection Agency has said, and have been a source of concern among environmentalists and others.

The plans show that 110 water-quality parameters were checked by the company as part of a sampling program, but no results are listed. The company checked for the presence of PCBs, arsenic, mercury and lead, among other substances.

Steve Goudsmith, the water company's spokesman, said yesterday that the sampling, conducted in Haverstraw and Stony Point, had shown nothing of concern.

"We found that the water quality is high and that we can create high-quality, potable water from it," Goudsmith said.

United Water to Build $79 Million Desalination Plant On Hudson River to Meet County's Long Term Water Supply Requirements

WEST NYACK, NY, 1/16/2007 11:54:49 AM – Officials from United Water New York announced today that the company filed a report with the New York State Public Service Commission (PSC) detailing its plans to construct a desalination facility that will treat water from the Hudson River as a long term water supply solution for its customers in Rockland County. The cost of the project, which would begin providing water to Rockland residents by the end of 2015, is approximately $79 million.

“There’s no doubt that Rockland County and New York State officials have pointed to a new water supply as being one of the keys for our community to continue to grow and prosper,” said Michael Pointing, vice president and general manager of United Water New York. “Our proposal to develop that new major water supply on the Hudson River provides a high degree of reliability and the ability to expand when necessary. New advances in water treatment technology make desalination a safe and efficient choice to provide high quality drinking water to our customers in Rockland County.”
