What is a Draft Environmental Impact Statement and what's in it?
A Draft Environmental Impact Statement (DEIS) is a document that evaluates the potential environmental impacts of a proposed project. It also provides comprehensive information about a project's purpose and need, proposed plans, alternatives to the proposed project, and potential economic and social effects.
United Water has submitted this Draft Environmental Impact Statement (DEIS) to the New York State Department of Public Service, the New York State Department of Environmental Conservation and other governmental agencies.
The DEIS has been prepared by United Water and leading engineering and environmental consulting firms in accordance with the New York State Environmental Quality Review Act (SEQRA) and details the company’s plans to build a permanent water supply project.
What is a scoping document?
The final scoping document is a relatively detailed outline of information that will appear in the revised Draft Environmental Impact Statement (DEIS) for the Haverstraw Water Supply Project that is being prepared at the direction of the New York State Department of Environmental Conservation as the designated lead agency for the project.
In lieu of filing a standard Environmental Assessment Form, United Water submitted a Draft Environmental Impact Statement on September 26, 2008 with the intention of providing the public and interested parties with comprehensive information about its project as early as possible.
The DEC held formal scoping sessions on May 7, 2009 at the Town of Haverstraw and the public comment period was held open until May 22, 2009.
Pursuant to the final scoping document, United Water will address potential environmental impacts identified by United Water and raised by the public and involved agencies through the scoping sessions. The final scoping document also will guide the company in its preparation of a revised DEIS.
