What is a Draft Environmental Impact Statement and what's in it?
A Draft Environmental Impact Statement (DEIS) is a document that evaluates the potential environmental impacts of a proposed project. It also provides comprehensive information about a project's purpose and need, proposed plans, alternatives to the proposed project, and potential economic and social effects.
The DEIS has been prepared by United Water and leading engineering and environmental consulting firms in accordance with the New York State Environmental Quality Review Act (SEQRA) and details the company’s plans to build a permanent water supply project. The NYSDEC has accepted the DEIS as complete and ready for public review.

The DEIS was prepared in accordance with the final Scoping Document issued by the NYSDEC for the Haverstraw Water Supply Project in June 2009. Under SEQRA, “scoping,” is the optional process of focusing the environmental impact analyses on the key issues to be studied. Scoping was conducted for the Haverstraw Water Supply Project in spring 2009. A draft scoping document was published by NYSDEC on April 8, 2009. NYSDEC conducted two public scoping meetings on May 7, 2009, from 1:00 PM to 4:30 PM and 6:30 PM to 9:30 PM at the Haverstraw Town Hall, One Rosman Road, Garnerville, New York 10923, in order to identify issues of public concern and permit inclusion of relevant, substantive public issues in the final written scope. Written comments were accepted until May 22, 2009. A Final Scope of Work for the EIS was issued on July 1, 2009. This DEIS has been prepared in conformance with the Final Scope of Work.

What are Draft Permits?
Pursuant to respective sections of New York State Environmental Conservation Law, United Water New York Inc. has filed applications with the New York State Department of Environmental Conservation for a State Pollutant Discharge Elimination System (SPDES) permit, Protection of Water permit, a Water Quality Certification and a Water Supply permit.
Department Staff has concluded that the applications for these permits are complete within the meaning of applicable New York State regulations and has tentatively determined to issue permits. Consequently, Department Staff has prepared draft permits. Department Staff has determined that the conditions in the draft permits authorize the proposed activities and assure conformance of the facility with the standards for permit issuance set forth in the applicable New York State regulations.

How can the public get involved?
The DEIS, Draft Permits and accompanying documents are available for review at locations listed in the combined notice contained in the DEIS section of this webpage.
All written comments concerning the DEIS or draft permits must be submitted to the NYSDEC by March 19, 2012, as outlined in the combined notice.
Legislative hearing sessions to receive unsworn statements from the public on the Draft EIS, applications and the draft permits, will be held:
